Description
Oxfam Pakistan is seeking consultant(s) to support proposal development process. Oxfam in Pakistan focuses on gender justice, governance and resilience building in Pakistan. The three selected consultant/s or firm specialised in Gender Justice, Governance and Resilience programming will support Oxfam Pakistan in development of high-quality innovative proposals from time to time ensuring high quality submission while adhering to donor requirements and Oxfam’s guidelines. The selected three consultant/s and firm will coordinate the proposal development process by working closely with Oxfam’s Funding Team, technical experts/teams, and finance specialists and senior/regional management.
The three consultant/s or firm will be required to sign Framework Agreement for 12 months (spread over 30 days in a year and extendable depending on performance and availability of funds) with Oxfam Pakistan and the Level of Effort LoEs of each proposal will be agreed depending on the size, amount of work required to complete the proposal and timelines before the start of the assignment through workorder issued by Oxfam. The payment will be made on the basis of the delivery of agreed LOE’s in work order. Oxfam reserves the right to select any of the selected consultants/Firm for specific assignment based on availability and suitability with the assignment. The Interested candidates/firms are requested to share their profiles with quoted daily rates. One or more consultants/Firms will be brought on board as per the requirement. The assignment will be awarded based on the availability and expertise of the consultant/s / Firm.
Scope of Services and Tasks
The scope of the service entails the following and with details described after:
Proposal development process leading and coordination
Support prepositioning on upcoming opportunities
Programme Design
Development of Theory of Change in consultation with Oxfam team
Proposal Writing as per donor guidelines and requirements
Review of financials & budget to ensure they are confirm to the proposed interventions
Reviewing of the final document and incorporating feedback and suggestions.
Proposal Leading and coordination
Manages the full end-to-end proposal process of bid development planning, developing and writing the proposals, through to its finalisation, authorisation and ultimately its submission.
Produces a clear bids structure and bids plans to fully meet the bids requirements.
Manages and implements the bids plans, ensuring that all necessary activities are clearly defined, allocated and completed to the necessary timescales, communicating progress to all involved in producing the bids.
Guides and chases all necessary content contributors as needed, reviewing all content and ensuring that the overall documents depicts a consistent and clear stories.
Leads on post-submission wrap-up as well as detailed bids learning review(s).
Proposal Writing
Leads on development of the proposals narratives; actively bids writing where required.
Manages the process of writing the bids, but is not solely responsible for writing all content or for correcting / improving technical content contributions to make it fit for purpose; but rather:
Takes information provided by the individual contributors (technical and or otherwise) in the proposal team and helps build it into a consistent proposal ‘one voice’.
Identifies and tailors any available pre-written content.
Draft/write the comprehensive bids, including technical and commercial tenders; also work with relevant Oxfam staff from Pakistan, regional office and UK, to edit and finalize the bids.
Work with Oxfam funding & Business Development Manager, financial team and others to develop the programme budget.
Support and guide staff with key stakeholders to ensure that the programme design and bid integrates expertise from all relevant actors/sectors, including private sector, social ventures, academia, institutes, government departments, and others as needed.
Budgeting
Reviews opportunity evaluation criteria, providing advice to team on pricing vs score strategies
Sense checks the final cost calculations and budget/pricing models throughout
Supports the development of the detailed bottom-up, activity-based costing models
Work with the bids team to understand the competitive landscape, the clients’ requirements, the delivery risks involved and any likely pricing sensitivity – e.g. ‘win-price’ identification.
Develop a scalable budget that accurately reflects maximum cost recovery.
Review
Completes a detailed technical review of the proposed technical offering – i.e. is employing appropriate models, systems and solutions that present a clear methodological approach, meets (and exceeds) the donor requirements for outcomes and impact
Identifies specific areas for improvement, for minimizing risk and for maximizing the likelihood of the submission being successful
Reporting
The consultant(s) will report to Funding and Business Development Manager.
Coordination
The consultant will coordinate funding unit and relevant programme teams to work on the proposal.
Requirements and Skills
Ideally, the consultant will have at least 5-7 years of successful bid writing and development experience, specifically with institutional donors in humanitarian and development sectors. Additionally, experience of developing commercial tenders and bids is also encouraged to apply. The consultant should have a strong background in, and understanding of Gender justice, Women Economic Empowerment, Resilience, Youth engagement and Governance. The consultant should have;
Track record of leading on successful bid/proposal development.
Proven experience in submitting winning proposals to EU, DFAT, GAC, DFID, ECHO, DUTCH MOFA, German Government and other institution as well as multi-lateral donors.
Exceptional communication skills.
Excellent written English.
Experience in developing proposals for gender justice, GBV, governance, DRR and resilience, and youth engagement/development.
Experience and understanding of Budgeting according to donor requirements
